If you are aiming for a Grand Master Set (206 cards) you’ll need:
✔ 9-Pocket Binder with at least 12 dual-sided pages
✔ 12-Pocket Binder with at least 9 dual-sided pages
*And always leave extra room, as additional variants may be released in the future.

Are promos part of a master set?
In short, no. Promos are not officially part of a master set, since they are released separately from the main numbered expansion. However, many collectors choose to add Stamped Promos, Store exclusives, Pre-release promos, Play! Pokémon Stamps, etc. But this is personal preference — or sometimes known as a Grand Master Set.
