Chaos Rising pull rates are actually pretty generous, especially for Illustration Rares and Double Rares. Most collectors are pulling an Illustration Rare roughly every 9 packs, while Special Illustration Rares still remain pretty difficult at around 1 in every 90 packs.

A Quick Note on the Numbers: A huge thank you to @switchstock on X for the preliminary pull rate data compiled from over 5,000 booster packs of Chaos Rising. Just keep in mind that these odds are estimated on a "per-pack" basis, assuming the factory sorted every single secret rare perfectly onto the printing sheets. Because Pokémon keeps official pull rates and print methods secret, your actual pack-luck might vary.
